It is not uncommon to see three or four counters handling several flights (sometimes four or even five), especially if all these flights are heading to the same country or, for example, to the west. To be honest, a significant portion of flights are operated by Air Serbia, a carrier known for frequent delays and lost luggage. Lost baggage is a common issue for them, regardless of your destination or origin. I hope that service standards will be improved in the future, but I am not particularly optimistic about it.
